Withdraw Pattern of Assistance Document, Shutdown Strike to Continue: DUTA

Demanding withdrawal of the ‘pattern of assistance’ document by the Delhi government, the Delhi University Teachers’ Association (DUTA) said that it has resolved to intensify action programmes in the coming week which include dharna at the VC office and a rally to the chief ministers’ residence. It also said that it will continue with the university shutdown strike.
Earlier, in a significant victory for a section of Delhi University (DU) teachers in twelve DU colleges the grants for their salaries were released by the Delhi government on March 12. The move had come a day after the central varsity was “shutdown” for an indefinite period at the call of the teachers’ association.
According to a Hindustan Times report, Delhi government’s Higher Education Department last week asked the governing bodies of 12 colleges to pass a resolution stating that the pattern of assistance, as suggested by the Delhi government, and not that of the University Grants Commission (UGC), will be followed for the release of grant-in-aid.
Calling the ‘pattern of assistance’ document a “gross violation of act, statutes, ordinance, and EC resolution of the University of Delhi”, a letter by DUTA said that the agitation will continue until “Delhi University calls an emergent Executive Council meeting to pass a resolution against this 'Pattern of Assistance' document that infringes upon the rules, regulations, structure of Delhi University by which the 12 constituent colleges are governed.”
DUTA has demanded that the Government of Delhi give assurance in writing that grants-in-aid to these 12 colleges will not be delayed and insufficient/partial funds will not be released in future.
As part of their action programme, the association plans to hold a dharna at the VC office on March 23, to organise a rally to the CM’s residence on March 24. It has also given a call for decentralised dharnas at colleges and metro stations on March 27.
The letter read, “The house urges the VC/UGC/MHRD to initiate the process of taking over these 12 colleges of DU which are 100% funded by Delhi Government.”
