Over 450 Farmers, Scientists, Activists Oppose ICAR Tie-Up with Big Agri-Business

New Delhi: Over 450 representatives of farmers’ and agricultural workers’ organisations, scientists, environmentalists, activists of peoples’ movements and researchers have protested against a series of MoUs (memoranda of understanding) signed by ICAR, India’s premier agricultural research institution, with various multinational corporations.
A letter citing their objections has been sent to the Director General of ICAR with copy to the Union agriculture minister Shivraj Singh Chouhan.

Sub: MoUs that ICAR has been signing with various corporations including Bayer, Syngenta and Amazon – reg.
Greetings! This is a much-delayed letter from all of us to you, to express our serious concerns with the series of MoUs that ICAR has been going on signing with various corporate entities over the past several months.
In June 2023, ICAR signed an MoU with Amazon Kisan. It was reported that this was done to combine strengths and create synergy between the two organisations for guiding the farmers on scientific cultivation of crops. ICAR will provide technological backstopping to the farmers through Amazon’s network, it was stated, but through leveraging ICAR’s own KVKs! It is unclear what is the problem this MoU is trying to address, when ICAR and its KVKs have been working together in any case. “This MoU will also ensure high quality fresh produce for consumers across India through Amazon Fresh” it is stated, though no further details are available to understand how this would happen. This was termed as “Public Private Peasants Partnership” (PPPP). A press release also states that the MoU is an outcome of a pilot project between ICAR KVK and Amazon in Pune; however, no more details are available about the pilot.
One more announcement on ICAR website/covered in media reports blandly states that ICAR and Bayer signed an MoU in September 2023 to “develop resource-efficient, climate-resilient solutions for crops, varieties, crop protection, weed and mechanisation”, and that the collaboration will focus on agriculture sustainability, to develop carbon credit markets and providing advisory services to farmers. Bayer is a company notorious for its anti-people, anti-nature business products and operations in itself and furthermore after its takeover of Monsanto. Its deadly poisons have violated basic human rights of peoples across the world, and it is a company that has always prioritised profits over people and planet. Surely ICAR as an institution is aware of the dark history of this global corporation, which has maintained double standards for Indian farmers and citizens, while succumbing to public pressure in the developed world when it comes to its products and practices. It is not clear what ICAR will learn from Bayer that the well-paid public sector scientists of the institution cannot develop themselves. What is the arrangement for IPRs on what gets developed including varieties and other technologies? Does the ICAR believe that Bayer will deliver advisories to farmers which will not further its own business goals and that such advisories cannot be given by the public sector extension departments as well as ICAR’s KVKs in the country?
Further, ICAR signed an MoU with Dhanuka Agritech in March 2024, in the name of “delivering new technology to farmers”, for Dhanuka to provide trainings related to agricultural production to smallholder farmers in the country. What is more ironical is that this entity which profiteers out of toxic chemicals is supposed to promote natural farming with farmers, as an aim of the MoU!
ICAR also signed an MoU with Coromandel International in June 2024, for “collaboration to provide improved crop management practices and advance crop nutrition to farmers in Maharashtra”. Curiously, the agriculture research establishment has always taken a hands-off stand when it comes to extension services, staying in its own silo of doing research activities, whereas it is now collaborating with private entities with vested interests to take some technologies to farmers. We would like to know what ICAR has done to “bring advanced nutrition and crop management practices to farmers in Maharashtra based on soil information and farm advisories provided by NBSS&LUP” through the state agriculture extension departments, and why a private profiteering corporation was needed for the purpose.
As this letter was getting finalised with hundreds of scientists, farmer leaders, farmers and ordinary citizens signing on, news reports informed readers that ICAR has signed an MoU with Syngenta, for promoting climate resilient agriculture and training programs. By doing so, ICAR has allowed a corporation with a track record of many anti-nature, anti-people activities, for toxic products like paraquat and “polo”, class action suits against its corn seeds and settlements therefrom, or anti-competitive behaviour etc., to indulge in greenwashing.
The above are only a few examples. A reading of all the scarce information put out in the public domain points to the following:
a. That ICAR is tying up with private corporations, including ones with notorious history of peddling toxic products, for developing “solutions” including crop varieties. That is the primary mandate of ICAR itself, where taxpayers’ funds are going to the NARS for doing this. Is this then a statement on ICAR failing in its stated mandate? Where is the need for collaborations with private entities? How are such private entities being selected? More specifically, what is the IPR arrangement in each such instance?
b. Where did any public debate take place, or public policy get put in place after deliberative democratic processes run, around carbon credits markets and whether and how they should be leveraged, by who and under what regulation? Why is ICAR facilitating these and under what specific mandate that it has?
c. ICAR is also tying up with private corporations, for practices and technologies to be provided to farmers. The latter is the mandate of public agri-extension departments and even KVKs to an extent. Why are the corporations needed, and is there not a clear conflict of interest in these collaborations? How is the ICAR ensuring that the farmers actually get advisories on best available options and not biased advisories that further the business motives of the corporations mainly? Is this also a statement on India’s extension systems failing, as per ICAR? Have the extension departments of state governments been consulted about such MoUs, when agriculture is a state subject as per our Constitution?
d. We did not find copies of the MoUs and the results of pilots being shared proactively in the public domain by ICAR. Will ICAR upload these onto its website, including the financial implications on the public sector NARS?
e. Does ICAR have any efforts being undertaken to get into MoUs with farmers’ organisations, and if yes, can the full details of the same be publicised?
f. What is the system or protocol in place for ICAR to pick up its research and education agendas from the farmers it is supposed to serve, rather than pick up the whims and business ideas of corporations as the research needs of farmers of the country?
It is clear to us that entities that have been responsible for causing an economic and environmental crisis in our agriculture are being partnered by ICAR, for so-called solutions when these entities are only interested in their profits and not sustainability (or any other nomenclature they use). On the other hand, public sector bodies like ICAR are accountable ultimately to the public of India given that they run on taxpayers’ funds.
In this context, we write to you to request you
(i) to suspend the implementation of the signed MoUs immediately,
(ii) to share all details in the public domain including copies of the MoUs and reports of pilots being alluded to,
(iii) to stop signing any more such MoUs without widespread debates on the same; and
(iv) initiate consultations with farmers’ organisations on the way forward about the objectives of economic profitability, environmental sustainability and social equity in Indian agriculture.
